Norwegian Travel Cluster – a national collaboration for sustainable destination development
Norwegian Travel Cluster is a national tourism cluster that brings together destinations and organisations from across Norway to strengthen the work on sustainable destination development.
The cluster has its roots in the Network for Destination Management and Sustainable Destination Development (NDBR) – a collaboration between destinations working with Innovation Norway’s Sustainable Destination certification scheme. The network was established to share experiences, knowledge and solutions related to the sustainable development of tourism.
Over time, the network evolved into what is today known as Norwegian Travel Cluster. In 2026, the cluster was accepted into Norwegian Innovation Clusters as the only tourism cluster in Norway.
Norwegian Travel Cluster is owned and driven by its core members: destination management organisations and organisations working with the Sustainable Destination certification on behalf of their destinations. In addition, county authorities, municipalities and other relevant organisations are invited to join as members to support collaboration, development and shared solutions across the tourism industry.
The cluster works to strengthen both destinations and the tourism industry nationally. An important part of this work is the development of a shared toolbox for sustainable destination development, enabling destinations to learn from one another and share experiences, tools and best practices.

Tromsø is a member of Norwegian Travel Cluster through its work with the Sustainable Destination certification. Participation provides access to national networks, knowledge sharing and collaboration with other destinations working with many of the same opportunities and challenges related to sustainable tourism development.
